Stars like Khloe Kardashian and Eva Mendes are happy to strip naked for PETA in an effort to sway people from wearing fur, so why is the animal rights group so eager to kill helpless dogs and cats? That's the question on the minds of many as the People for the Ethical Treatment of Animals is once again subject to criticism for the shocking number of pets the group kills at their animal shelter.The Virginia Department of Agriculture and Consumer Services has posted online PETA's annual reporting of what happens to the animals in their care. In 2012, PETA euthanized almost 90 percent of the dogs and cats dropped off to their shelter. Of the 1,819 "companion animals" surrendered by their owners, PETA euthanized 1,675. Only 23 pets were adopted out, and 130 were transferred to other shelters.PETA is known for its high profile publicity stunts, often involving celebrities. The group that took credit for the cancellation of NBC's "Animal Practice" tells the Daily Mail, "We have a small division that does hands-on work with animals, and most of the animals we take in are society's rejects; aggressive, on death's door, or somehow unadoptable." But it's hard to argue some of these animals were too aggressive to go to good homes when the total number of bite cases listed in Virginia's report equals zero.

The Center for Consumer Freedom, which estimates PETA has euthanized 29,398 pets since opening their shelter in 1998, calls the animal rights group hypocrites. "It seems PETA is more dedicated to publicity stunts than to keeping the animals in its own care alive," says the CCF in a statement. "It's the height of hypocrisy for PETA to demonstrate for the 'rights' of rats and pigs, while killing tens of thousands of pets. It's time that the Commonwealth of Virginia finally reclassifies PETA's pet shelter for what it is -- a slaughterhouse."

Peta claims the CCF is "misrepresenting the situation," but it's hard to spin the numbers that are in bloody black and white on Virginia's web site. Still, PETA claims they're just doing "society's dirty work" by euthanizing. It sounds like a dirty situation, to be sure.

Hi all,
I'm new here. I'm looking to buy a new Note 2 for the third time (yeah, I lost the first one and gave the second to my girlfriend). Someone is selling one to me here in Ghana , and it was previously locked to O2 (UK network), it's now been unlocked and my question is whether it's been automatically rooted since it's unlocked. I wouldn't mind a rooted phone since I would like a little more "freedom" . thnx to you all.

First things first -- welcome to AC justiceanthony!

Now to the question. No, SIM unlocking a Note 2 (or any Android phone) does not automatically root it. SIM unlocking is a built-in tool that uses a key to activate. It's done outside of any modification to the firmware, like rooting. Having said that, sometimes the opposite is true, and a root method that unlocks the bootloader will also SIM unlock the phone.

This begs for an explanation about the different uses of the word unlock and root. Lets do that.

Root: Rooting an Android phone is simply adding a file to the system that allows other apps to elevate their permissions and read, write, and execute anything on your device. In this case, anything means anything -- if it is user editable or actionable, you can do it with root. This is both powerful and dangerous, so be sure to get all the answers and be clear on the subject before you do it.

SIM or Network Unlocking: This allows a phone bought for use on a particular network to be used on another network. If you buy a phone designed to only work on Orange (or AT&T for an American example), to use it on any other network, you will need to unlock the SIM programming. This is what Justiceanthony has done in the example above, as he wants to use an O2 phone on his carrier in Ghana. It's done without rooting or modifying any firmware in your phone or tablet.

Remember, the networks have to be compatible. A phone with radios designed for one carrier may not provide 3G or 4G service on another, and sometimes they won't work at all.

Bootloader Unlocking: All Android devices ship with a locked bootloader. Some are very easy to unlock, like Nexus devices, some need a little hacking to unlock (like most Samsung devices), and some are encrypted and designed to be very difficult to unlock (hello, Moto). Bootloader unlocking allows you to flash (write to your phone's "hard drive") images files that haven't been signed with the official key from the folks who made it. A locked bootloader can flash a new recovery provided in an OTA update because the recovery was signed with the right key. It will fail to flash a custom recovery like ClockWorkMod. An unlocked bootloader will flash anything that fits, as long as you tell it to. Once a custom recovery (or sometimes a "Super" boot image) is flashed, you can install and erase custom built system firmware at will. Again, this means you need to do your homework before you start fiddling with things. Use the forums. Read, ask questions, and read some more.

Paul Ryan Budget Rejected By Senate

WASHINGTON -- The Senate has soundly rejected a balanced budget plan authored by House Budget Committee Chairman Paul Ryan.

Five Republicans joined every Democrat present to kill the measure, which failed on a 40-59 vote.

The GOP's most ardent tea partyers ? Rand Paul of Kentucky, Ted Cruz of Texas and Mike Lee of Utah ? opposed the measure, which projects a balanced budget in a decade but relies on $600 billion-plus in tax revenues on the wealthy enacted in January to do it.

Susan Collins of Maine and Dean Heller of Nevada also opposed the Ryan plan, which cuts sharply from safety net programs for the poor and contains a plan to turn the Medicare program for the elderly into a voucher-like system for future beneficiaries born in 1959 or later.

Abramson: The lease agreement requires Children's to reopen NOAH

In an interview this afternoon, State Rep. Neil Abramson, D-New Orleans, told Gambit that he did not inform Children's Hospital of his plan to announce the reopening of New Orleans Adolescent Hospital (NOAH) before he appeared before the New Orleans City Council this morning. Children's disputed the announcement this afternoon in a statement.

But Abramson pointed out that the lease agreement for the NOAH property, signed by Children's, requires that the portion formerly housing the hospital "shall be administered, managed and operated so as to provide mental health care, including inpatient and outpatient services" consistent with the services provided before the hospital was closed by the Jindal Administration in 2009.

Representatives from Children's Hospital did not immediately return requests for comment.

?It specifically details how this property?s going to be handled, and part of that had to be was the piece about how the property?s going to be used," he said, adding that the law allowing for the lease also provided the same stipulations. ?Act 867 of state law particularly requires that the property be used for mental health services.?

Children's signed the agreement in January. Asked why he didn't announce it until today, Abramson the State Division of Administration was in possession of the contract, and he wasn't aware of it until earlier this month.

Act 867 gave Children's the right of first refusal to the lease, a provision Abramson wanted.

?I?m the one that made it happen that Children?s hospital got the exclusive right of first refusal," he said. ?There are others out there, but Children?s is the best partner.?

If Children's did not sign the lease by Feb. 1, 2013, the state would be allowed to offer the property to the highest bidder, which would also have to use the NOAH portion for mental health services, Abramson said. However, once it signed, the lease gives Children's two years to bring NOAH up to code. Children's signed just one week before the deadline. Asked if he thought the hospital signed merely to buy time to negotiate a sale or some other agreement, Abramson said he didn't know because he wasn't involved in negotiations.

He said that he is open to plans other than reopening NOAH, from Children's or another entity, but only if they involve the expansion of mental health services in New Orleans or the immediate area.

However, as of today, ?the only concrete proposal on the table was NOAH," he said.

Abramson told the council, ?I have been through four years of detailed and tough negotiations to find a solution to the closing of NOAH. Louisiana and Children?s Hospital, with my legislative assistance and that of my colleagues, came together and reached an agreement. As part of that signed Agreement, Children?s Hospital is to re-open NOAH and provide out-patient services and in-patient care for our children and adolescents who are suffering from some form of mental health illness. I am very proud of the work done by the great doctors, administrators and staff at Children?s Hospital. It is an honor to represent the facility in my district. Like many, I treasure the expertise of the medical team at Children?s. I am here today to publicly thank Children?s Hospital for recognizing the need for mental health services for our youth and for caring enough to be a part of healing that will make our city stronger. I can?t imagine a better partner for our State than Children?s to address such a meaningful and monumental issue.? Pat Roy, former President of Friends of NOAH and a mental health community participant said, ?It is so uplifting to have Representative Abramson as an advocate for providing mental health care for our youth. The details of the negotiation and timeline for re-opening the NOAH facility were not released at the council meeting, but will be soon. Cecile Tebo, former head of the New Orleans Police Department's Mobile Crisis Unit and a mental health expert said, ?It is essential to diagnose and treat mental health issues at an early age. Representative Abramson has brought this issue to the forefront and it is great to have him as a progressive leader for this important issue.? Over 5 million American children now suffer some form of mental illness. Abramson represents District 98 in Uptown New Orleans.

1 in 10 US Deaths Blamed on Salt

On the heels of a study linking sugary drinks to 25,000 U.S. deaths a year, new research suggests salty food is even more dangerous.

The new study, by the same Harvard research team, linked excessive salt consumption to nearly 2.3 million cardiovascular deaths worldwide in 2010. One in 10 Americans dies from eating too much salt, the researchers found.

?The burden of sodium is much higher than the burden of sugar-sweetened beverages,? said Dr. Dariush Mozaffarian, an epidemiologist at the Harvard School of Public Health and author of both the salt and sugary drink studies. ?That?s because sugar-sweetened beverages are just one type of food that people can avoid, whereas sodium is in everything.?

Mozaffarian and colleagues used data from 247 surveys on sodium intake and 107 clinical trials that measured how salt affects?blood pressure, and how blood pressure contributes to cardiovascular disease like heart attacks and stroke.

?From that we could determine the health effects of sodium,? he said, adding that one out of three deaths due to excessive sodium occurred before age 70. ?It?s really affecting younger adults, not just the elderly.?

The study, presented today at the American Heart Association?s annual meeting in New Orleans, adds to mounting evidence that packaged and processed foods containing high levels of salt for flavor and shelf life can take a heavy toll on cardiovascular health.

?It?s really amazing how pervasive it is,? Mozaffarian said of salt. ?For the average person, it?s very hard to avoid salt ? you have to be incredibly motivated, incredibly educated, have access to a range of foods and do all the cooking yourself.?

But not everything is easy to whip up at home, Mozaffarian added. Bread and cheese are the top two sources of sodium in the U.S.

?It?s everywhere,? he said.

For the study, the researchers set the ideal level of salt consumption at 1,000 milligrams per day ? less than half of the upper limit recommended by the U.S. Centers for Disease Control and Prevention and less than a third of the average American intake.

The Salt Institute took issue with the unrealistic threshold.

?This misleading study did not measure any actual cardiovascular deaths related to salt intake, since, by the authors? own admission, no country anywhere in the world consumes the low levels of salt they recommend,? Morton Satin, vice president of science and research for the Virginia-based institute said in a statement.

Satin also stressed that Mozaffarian?s research is yet to be published in a peer-reviewed journal, and said it ?reveals an agenda far more rooted in sensationalist politics than in science.?

?The Salt Institute does not consider this misleading modeling exercise helpful in furthering our knowledge of the role of salt on our health,? Satin said. ?On the contrary, it is disingenuous and disrespectful of consumers.?

Mozaffarian said he plans to submit the study for publication later this year, and stressed that politics has nothing to do with it.

?We have no vested interest in what the research shows,? he said. ?This is not sensational. The point is to objectively look at the impact of salt using the best possible science, and that?s what we have done.?

Mozaffarian said he hopes the study will impel policy makers to set sodium limits in prepared foods and make it easier for Americans to lower their salt intake. In the meantime, however, some smart shopping can help.

?One way you can have more control is to shop the perimeter of the supermarket,? said ABC News? chief health and medical editor Dr. Richard Besser. ?That?s where you will find fresh fruits and vegetables, meats and dairy products.? When you cook with these ingredients you have control over how much salt you take in.?

Another tip: Read food labels. Table salt is listed as sodium chloride.

?You might be surprised at all the foods that have hidden salt,? Besser said.

Oman's Sultan pardons all jailed activists: state news agency

MUSCAT (Reuters) - Oman's Sultan Qaboos pardoned on Friday all dissidents jailed for defaming the ruler or taking part in protests, in the latest effort to defuse unrest inspired by Arab uprisings elsewhere.

The official Oman News Agency did not say how many prisoners would be freed, but activists say courts sentenced at least 50 dissidents to jail terms of up to 18 months last year.

"His Majesty Sultan Qaboos has issued a royal pardon for those convicted of defamation, information technology crimes and unauthorized rallies," the agency said.

Last week a court freed on bail eight activists, part of a group of prisoners who went on hunger strike last month saying they had been sentenced unfairly. The court ordered a re-trial.

In recent months the government has sought to ease public discontent by announcing plans to limit the number of foreign workers and sharply raise the minimum wage for locals in a drive to increase employment of Omani citizens.

Oman, which sits on the Strait of Hormuz through which some 40 percent of the world's sea-borne oil exports passes, has also pledged to create tens of thousands of public sector jobs.

But delays in implementing the promises have kept protests simmering, with some anger focused on the 72-year-old sultan.
